How to unlock Level 8 monsters?

Hello,

I’m L121 and have completed the story quest many times over. I have currently L7 monsters unlocked, but do not seem to be able to get L8 unlocked? Any ideas?

After completing the third round of story quest (monsters level *7), the *8 monsters will be released.

Thanks. Will this work if I drop the level of “Urgent Quest” difficulty from 7 star to 6?

If the difficulty of the emergency quest is lowered to difficulty *6, the *8 monsters will not be released because the requirement to complete the story quest at monsters level *7 cannot be met.
