Large Gathering Points will refresh every 3 hours after collecting from them.
Small Gathering Points will appear randomly on the map and refresh… every 15 mins? Or during the hourly map refresh.

Naturally, if you want to gather materials from the gathering points more quickly, go around and gather from the ungathered gathering points.

Same goes for monster materials—hunt them.
